John Moir, III, 75 of Overland Park, KS passed away April 16, 2023 at Colonial Oaks at Spring Hill.
He was born on July 1, 1947 to John and Marjorie Moir in Akron, Ohio.
He served our country in the U.S. Air Force and was honorably discharged on August 14, 1973; he received a Commendation Medal for Outstanding Service.
John worked as Budget and Finance Director for Kansas City and Wichita, Kansas, Federal Way Washington, as well as City Administrator for Minneapolis, Minnesota. He retired in 2010 as Finance Director in Lynnwood Washington.
On August 17, 1982, he married Connie Neufeld, and they made their home in Kansas, Washington, Minnesota and Virginia.
He was a member of the Government Finance Officers Association, receiving Financial Reporting Achievement Awards for Wichita and Minneapolis, and Distinguished Budget Awards for Wichita, Minneapolis, and Federal Way and Lynnwood WA. He was also a member of the International City Management Association, and served board memberships in the Salvation Army, Red Cross, Family & Children's Services, and the Minneapolis Employees Retirement Fund. He taught Graduate school public finance at Hamline University and Park College.
He enjoyed running, hiking and reading history - favorites including Adam Smith and Winston Churchill. He was an avid runner, enjoying yearly 5 and 10ks, many half and full marathons including Hospital Hill, Twin Cities Marathon, and Boston.
John is survived by his loving wife Connie, his three daughters, four grandchildren, and two sisters. He was preceded in death by his parents and uncle Kenneth Bingham.
A memorial service will be held on Tuesday, April 25, 2023 at 11:00am at Penwell-Gabel; with visitation offered at 10:00am. Private burial in Oakwood Cemetery, Baldwin City, KS.
