Franklin was born in Minneapolis, Minnesota on August 19, 1946, to Franklin Max Waterman and Elizabeth Rose McGuire Waterman who preceded him in death. Frank grew up in Liberty, Missouri and graduated from University of Missouri Kansas City with a Bachelor of Science degree. He served in the United States Air Force in Japan. He was active in his church, enjoyed designing software and spending time with his family.

He is survived by his wife of 39 years, Mary Knutsen Waterman; his three sons Michael and Stephenie Shaull, Christopher Lee, and David Matthew; his grandson Alec Michael; his sister Mary Anne Waterman Kimbrell; his brother James Donald Waterman; his stepmother Virginia L. Waterman; his stepbrothers Larry N. Campbell, Keith L. Campbell, and Jeffrey A. Campbell; and his stepsister Rebecca L. Austin.
